A Movement to Transform Foster Parenting

Foster parents are ordinary people who do extraordinary things for children and families in crisis and are critical partners in a child-centered foster care system. A Movement to Transform Foster Parenting, developed with the support of the Annie E. Casey Foundation, explores how public child welfare agencies can ensure children receive the care they need and deserve. It was informed by people who know best: young people who have spent time in foster care, foster parents and kin, as well as those who help – agency leaders and frontline workers, judges, attorneys, service providers and other community stakeholders.  The report serves as a guiding framework for CHAMPS, a national campaign to ensure strong partnerships with foster parents.
